Ultimately every business that produces, carries, keeps, treats or disposes of waste in the UK will use the digital system, replacing paper Waste Transfer Notes (WTNs) and Hazardous Waste Consignment Notes (HWCNs). It is being introduced in phases: permitted waste receiving sites are first, from October 2026, with waste collectors and carriers following in 2027.
Phase 1 begins on 1 October 2026, when around 12,000 permitted waste receiving sites in England, Wales and Northern Ireland must record waste digitally (Scotland follows in January 2027). Later phases bring in waste collectors and carriers during 2027. Early adoption and testing are highly recommended to ensure your operations aren't disrupted.
No. Once the system is fully mandated, the central digital service will serve as the legal record for all waste movements, eliminating the requirement to retain paper copies for 2 to 3 years.
